Enhancing in-country value (ICV) is one of the key priorities in public and quasi-public procurement. This initiative aims to support domestic manufacturers, create new jobs, stimulate the national economy, and enhance the competitiveness of local companies.
In-country value refers to the share of Kazakhstani goods, works, and services in the total volume of procured products. It also encompasses the participation of local companies in production and contracting processes.
In alignment with national policy, SK Ondeu continuously works to increase procurement localization and support domestic producers.
The company’s Local Project Office for import substitution and local content development regularly reviews business proposals for including planned products in the Import Substitution Pool under the Program for Promoting New Production Facilities.
Growing Supplier Trust
Due to ongoing analysis of procurement activities conducted by the Group’s subsidiaries and affiliates, the number of complaints and appeals from potential (and existing) suppliers has decreased by 68%.
Specifically, in procurement processes conducted by SK Ondeu subsidiaries, technical specifications, draft tender documents, draft contracts, and pricing justifications are reviewed by the Company’s relevant departments.
Compared to 2023, the number of complaints in 2024 decreased from 103 to 33, and those confirmed by the Fund’s Procurement Control Service declined from 22 to 6.
As of the first quarter of 2025, no complaints or appeals have been confirmed by the Procurement Control Service of the Samruk-Kazyna Fund.
